AFAIK, this spell removes the Blinded condition, which can be afflicted through magical means such as Blindness/Deafness, but can't actually cure eyes that were ruined or taken out or something. You can handwave this ofcourse, if youre the DM, but I suggest making it a greater restoration required, otherwise this is too cheap.
